In 1993, we have identified the specifics of the labor market in the Russian Federation. This is the elasticity of the employment policy "in the person" of the involuntary employment of the population initiated by the authorities. The dynamics of such employment policy at the micro- and meso-level of the economy reflected the only socially oriented policy. During the years of the pandemic, it was joined by the appointment of current social benefits and benefits to support the income of the population. After the transfer in 2014 G. Standing's book about the precariat (as a new, potentially aggressive class of people with unstable forms of employment, deprived of many basic so and we have such works. For the conditions of Russia, it seems unconvincing, in particular, the comparison of the phenomena of the involuntary employment in Russia and the means of "hiding" structural unemployment in the United States. In the Russian Federation, the policy of maintaining employment of the population is dictated both by direct instructions from the authorities on its priority, and by financial assistance from the state.
